On second thought, this version has fixes for kernel-6.0 so it does
have some uses and wouldn't hurt to note. Not that 6.0 is released
yet and I consider users getting a broken system more relevant than
not building with bleeding edge kernels even if it was released.

Most users are likely fine with it, but there's little reason to
use 515.76 over 515.65.01 at the moment and if it's going to cause
issues for some may as well mask it.
If not fixed by next release, likely won't keep the new one masked
as well though.

via USE flags. Using the de locale will install the files for all countries.

profiles/base: mask rocFFT-5.1.3 gfx906 amdgpu target, because
intolerable error found on Radeon VII.
No need to rebuilt rocFFT when hip upgrade because librocfft is
dynamically linked to libhipamd, while llvm SLOT does not matter because
it is only used to produce GPU kernels, libclang and libLLVM does not
linked in.

more hardened, they just lead to confusion.
