everything under default/linux/powerpc/ppc64/17.0/64bit-userland
those profiles were deprecated 3+ month ago.
we already check same profile configuration and depgraph in new
ppc64 profiles, so there's no loss of depgraph stability.
and this frees up some CI cycles too.

We really, really don't need to check depgraph consistency on these;
they're already based on other profiles which should be checked and
nothing should be masked/unmasked specifically on developer profiles
that's important anyway.
This gives us a fair bit more leniency with profile changes
as we're not going to bog down CI quite as much now.

Since hercules uses libltdl to load its internal modules, we need to
leave the .la files in place for it to process.
Also add subslot linkage to these libs while we're updating.

Use simpler logic to find shared library info, and use the system
libtool to compile the test programs. This shouldn't really matter
in practice as this test was defaulting to "no" when the code wasn't
working correctly, and now that it is, it still ends up as "no" as
the hack shouldn't be needed on Linux systems with good shared lib
infrastructure.

Add missing linkage to the libhercu.la module for system libtool.
This doesn't normally matter as the module is loaded by hercules
which itself is linked against libtool.

They don't have any different package visibilities, right now
are of dubious usefulness, and this should hopefully buy us
a bit more room wrt CI (so it's not checking things unnecessarily).
