- Add support for SSSE3 and SSE4_1 through cpu_flags_x86_*.
- Rework some of the USE logic using usex.
- Fix the desktop file category.
"Encryption;Encryption Tools;Utility;" is unregistered
according to the desktop menu specification. Replace it
with "Utility;Security".

Gentoo releases (snapshots, stages).

Without this change, app-crypt/rhash when built with a mingw-w64
crossdev toolchain ends up with the various rhash binaries being PE32
binaries without an '*.exe' extension and librhash having a '*.so'
extension, also a PE32 library, and no import library ('*.dll.a').
