Add a global USE=opencl flag. The flag is used consistently in 30
packages, and most of them do not provide any additional information
worth preserving.

This version is still using [patch] wrt bug #916009 because wgpu-0.18.1
is apparently still missing something. But, upon closer look, can work
around this sedding cargo.eclass' config (temporary until the [patch]
is gone).
Note this needs >=rust-1.72 too (not stable yet).

This commit aims to provide an alternative to the unmaintained cdrtools
which has all sorts of build failures [1] and [2] and needs patching.
Upstream prefers xorrisofs provided by dev-libs/libisoburn over mkisofs
which is provided by app-cdr/cdrtools.[3] I had a look at some other
distros (openSUSE, Fedora and Debian) and they all use xorriso.
The other program that is from cdrtools (isoinfo) has been removed. [4]

Upstream passes -mpreferred-stack-boundary=2 for x86 by default
now which should in theory resolve this.
If no issues, will likely replace -mno-avx in other mingw-using
packages like dxvk too (requires a x86-check, invalid for amd64).

As of its 2.12.0 release, libxml2 cleaned up header files which
rendered libvirt-glib unable to compile. Backport fixes from
upstream repo.

Unfortunately no switch to skip amdgpu even for non-amd users,
may consider patching later but not going to worry too much
about it in live.

Valve (partially) reverted this in 8.0.4, they now build
winemenubuilder but do not seem to run the service.
Somehow the patch was still applying and in and 8.0.9999 it causes a
build failure due to a misinsertion. It was wrong for 8.0.4 too but
was not doing any harm.
