Drop `021109-uclibc-no-ether_ntohost.patch` from
`iputils-99999999.ebuild` as latest uClibc in Gentoo already supports
`ether_ntohost()` function and thus doesn't require the work around.

Apply necessary changes to `iputils-99999999.patch` that are not needed
in `iputils-20160308.ebuild` from which it was copied.
* Don't use `S` variable when `PV=99999999`
* Quote variables to make `repoman -d full` happy
* Reflect the rename of `INSTALL` to `INSTALL.md`

The current `net-misc/iputils-99999999` is no longer working. This
commit switches upstream to `github.com/iputils/iputils` to match
the changes already done in `iputils-20160308.ebuild`.
This patch was created using the following command:
cp iputils-20160308.ebuild iputils-99999999.ebuild
The following changes happened:
* Switch upstream to `github.com/iputils/iputils`
* Add nettle and openssl use flags
* Remove obsolete patches
* Adapt `src_configure()` and related functions
More changes will come as separate commits to mark the changes
clearly.

Replace all uses of herd with appropriate project maintainers, or no
maintainers in case of herds requested to be disbanded.

Force unified quoting in all metadata.xml files since lxml does not
preserve original use of single and double quotes. Ensuring unified
quoting before the process allows distinguishing the GLEP 67-related
metadata.xml changes from unrelated quoting changes.

This commit represents a new era for Gentoo:
Storing the gentoo-x86 tree in Git, as converted from CVS.
This commit is the start of the NEW history.
Any historical data is intended to be grafted onto this point.
Creation process:
1. Take final CVS checkout snapshot
2. Remove ALL ChangeLog* files
3. Transform all Manifests to thin
4. Remove empty Manifests
5. Convert all stale $Header$/$Id$ CVS keywords to non-expanded Git $Id$
5.1. Do not touch files with -kb/-ko keyword flags.
