SILO is designed for the old 64-bit kernel/32-bit userland combo
before there was a 64-bit userland available. It requires a 32-bit
userland to build, so mask it on 64ul. sys-boot/grub:2 support for
sparc was added in ~2018 and is documented in the handbook per #854954

There's a pending upstream PR for this but there's some
debate about the complexity and whether we should choose
a simpler solution or just not bother supporting
building clangd at all on ppc.
In any case, let's mask USE=extra for now as we know
it doesn't work.

Now media-libs/libffado is confirmed to build on loong, there should
be no further arch-specific reasons for ieee1394 to not work on loong
despite me having no hardware to test on. Unmask for now; someone can
always yell in the various IM channels/rooms/groups to have the mask
restored in case anything breaks for them.

(This commit was fine but it turns out Varnish has a bad dep -
I got suspicious when I saw something actively developed still
deps on libpcre. Turns out it actually deps on libpcre2, now fixed.)

jack2 was keyworded here but this wasn't, just giving it an
explicit mask to avoid confusion while rekeywording (s-sorry to
everyone that wanted to use firewire audio devices on loong).
