New locale: Yakut (Sakha) for Russia (sah_RU) [BZ #22241]
* localedata/Makefile (test-input): Add sah_RU.UTF-8.
(LOCALES): Likewise.
* localedata/SUPPORTED (sah_RU/UTF-8): New entry.
* localedata/locales/sah_RU: New file.
* localedata/sah_RU.UTF-8.in: New file.
