As most arches now meet the requirements to enable
HTTP/3 via one or more of the available QUIC backends,
update so that we're masking on arches without support
rather than unmasking where there is.
This means that we're masked on: alpha, ia64, ppc, ppc64.
I'll fire off appropriate keyword requests to enable this
support where it makes sense.

this package is a fork of openrc with user services support implemented,
a few current bugs addressed, and other features and bugfixes planned.
after a year of on-off development of the user services feature, little
was heard from openrc's maintainers, since upstream seems rather
stagnated, this fork was made to push for for improvements for the
project and ecosystem as a whole.

Pending questions:
* Should qt6paths instead be in /usr/bin in Gentoo?
* Why do we have a qtpaths6 as well as a qt6paths?
But add this emergency fix for now given it may manifest in confusing
and hard-to-diagnose ways.

Add a separate `oauth-gtk3` and `oauth-gtk4` flags to control OAuth
support in libedataserverui and libedataserverui4 separately. This
makes it possible enable OAuth support for specific dependencies without
having to build two versions of net-libs/webkit-gtk simultaneously.

* Migrate to USE=gui per QA policy (PG0802, https://projects.gentoo.org/qa/policy-guide/use-flags.html#pg0802)
which has the nice consequence of helping to avoid circular dependencies (iirc,
been a while since I've seen it, although it's obvious for Qt 6)
for users who are just trying to prefer Qt 5/6 over GTK or whatever in make.conf.
* Just require Qt 6 for USE=gui instead of allowing Qt 5 too given Qt 5 is
on the way out and we have to start shifting preference at some point. Pretty
low risk for CMake given the GUI for it isn't that well-used anyway AFAIK.

Should be masked due to rust deps on wd40 arches. Large dep tree
concern is only relevant for non-wd40 arches. This takes care of wd40
arches stuck in exp hell (alpha).
