Follow-up to bug #918896 which keyworded requirements for unmasking
on most arches (sparc is still pending, so remains masked for now).
Note that still use.stable.masked where needed, stabilizations will
wait a bit to see if any trouble arises in ~arch from unmasking.
If add new IUSE=qt6 and missing a dependency, ideally please file
(re)keywordreqs as needed rather than mask (unless need qtwebengine).

Replicate the current base use.stable.mask and make.defaults settings
for each arch with a stable ruby to allow ruby31 to be unmasked for each
arch individually.

Set the new defaults including ruby27 in the base profile, and reset
it again to the ruby26 defaults in the arch profiles. This allows each
arch to stable ruby27 at their own speed. Bug 801289.

Add a 'prebuilt-kernel' USE flag that controls a bound-slot dependency
on virtual/prebuilt-kernel. If the flag is enabled, it should ensure
that the module will be rebuilt automatically on future kernel upgrades.

This commit masks ruby26 per profile using use.stable.mask and sets
RUBY_TARGETS accordingly. It also enabled ruby26 globally. This
facilitates the per-arch stable request in bug 728192 so each arch can
mark ruby 2.6 stable without further coordination between arches or
maintainers.

This is needed for ruby 2.5 stable bug 688976 and allows each arch to
mark ruby 2.5 stable independently.
Add a use.stable.mask for ruby_targets_ruby25 and sets RUBY_TARGETS to
ruby24 only.
